Their work overlaps, but in a nutshell, the NHTSA does crash testing, while the IIHS has a broader role that includes crash tests and crash avoidance. The NHTSA rates in stars, while the IIHS has ratings such as Good, Top Safety Pick, and Top Safety Pick+. The Pick+ denotes the best in class.
