Russia Moves to Ban ‘Dangerous’ AI: Draft Law Targets Tech Over Security Concerns – Kyiv Post


In Russia, a new draft law has been proposed that would impose restrictions on the development and use of artificial intelligence (AI) systems deemed to pose a threat to society or the state. 

The bill, prepared by a group of lawyers, consultants, and IT industry representatives, suggests classifying all AI systems by risk level: minimal, limited, high, and unacceptable, according to the Russian publication Moscow Times.

Under the draft legislation, AI systems with an “unacceptable level of risk” – those that may violate human rights or threaten public and national security – would be completely banned. 

High-risk systems, such as those used in healthcare, transportation, or law enforcement, would require mandatory state registration and certification. For systems with lower levels of risk, legislators proposed voluntary certification.

The initiative also proposes holding AI developers liable for any harm caused to human life, health, or property. It would require mandatory liability insurance for operators of high-risk AI systems.

The draft law defines the concept of artificial intelligence, its technologies, and systems, and mandates that such systems be “clearly and unambiguously” labeled for users. 

According to sources, discussions on the initiative have already taken place in State Duma working groups, the Delovaya Rossiya (Business Russia) organization, and on various industry platforms. Russia’s Ministry of Digital Development and government officials said they would review the proposal once it is formally submitted.
