UK, Ho Chi Minh City ink MoU to boost science, technology cooperation – TUOI TRE NEWS


The Ho Chi Minh City Digital Transformation Center has signed a memorandum of understanding (MoU) with the British Consulate General in Ho Chi Minh City to establish a legal framework for cooperation in the fields of science, technology, and innovation.

The MoU was signed by the center director, Vo Thi Trung Trinh, and British Consul General Alexandra Smith during the opening session of UK-Southeast Asia Tech Week 2025 in the city on Thursday.

It is expected to encourage cooperation in scientific research, technology, and innovation among policymakers, government agencies, research institutions, higher education organizations, and businesses from both sides.

Besides, this collaboration aims to support digital transformation efforts and foster innovation in Ho Chi Minh City in particular and Vietnam as a whole.

Under the MoU, priority areas of cooperation include digital transformation, focusing on further digitizing public services and supporting businesses, including small- and medium-sized enterprises, in transitioning to digital business models.

Other areas of focus include smart city technology, financial technology (fintech), transformative technologies such as artificial intelligence, robotics and automation, nanotechnology, and cybersecurity, as well as healthcare technology (healthtech).

Both sides will establish a joint working group to monitor and assess the implementation of the MoU. This team will hold annual meetings at locations mutually agreed upon.

Regarding resources for implementing the MoU, the parties have agreed to rely on appropriate funding from each side, according to Thanh Nien (Young People) newspaper.

Additionally, they have agreed that confidentiality and intellectual property rights related to the implementation of the MoU will be ensured in compliance with national laws and international commitments.

Speaking at the signing ceremony, Tran Thi Dieu Thuy, deputy chairwoman of the municipal administration, hailed the MoU signature as a concrete example of the city’s commitment to fostering extensive cooperation with the UK amid the global digital transformation trend.

She affirmed that the city is ready to embrace the wave of investment and high-tech expertise to become a key link in the supply chain of knowledge-intensive and high-value industries, further integrating into the global value chain.

Established on January 24, 2024, the Ho Chi Minh City Digital Transformation Center is a public non-business unit operating in the field of information and communications.
